PROBLEM TO BE SOLVED: To carry out user's single sign-on certification by using a common key that is renewed timely. SOLUTION: In a key management server, a new common key 2 is formed and the common key list is renewed when a valid time of the common key K1 goes on after an initial setting process. A Web server that receives certification information ciphered from a user's terminal makes a demand to obtain a common key list if the server has no common key list containing an effective common key. According to the demand of obtaining the common key list, the key management server ciphers the common key list and transmits it. When the Web server receives the common key list, the obtained certification information is decoded with the common key K1 to carry out the certification operation. After the certification, the certification information formed newly with the effective common key K2 is ciphered and transmitted.
