PROBLEM TO BE SOLVED: To prevent overcharging by finishing charging to a battery with more proper timing than an overcharge preventive timer, regardless of the presence of complete discharge of a battery to be charged. SOLUTION: This charge controller makes the overcharge preventive timer take clocking action, setting a specified time in which, for example, the quantity of charge of the battery becomes 130%, when it has detected the point of change, where the increase percentage of the terminal voltage of the battery during charge suddenly becomes large, regardless of the existence of the complete discharge of the battery to be charged. Hereby, even if peak cut control or -ΔV detection control does not work, the overcharging preventive timer works with proper timing so as to finish the charge of the battery, regardless of the presence of the complete discharge of the battery to be charged, whereby this prevents the overcharge to the battery.
