PROBLEM TO BE SOLVED: To provide a map information generating device for superimposing map information on target object information and displaying them by a layer, and also to provide its method, its program, and a server system. SOLUTION: The map information generating device 51 is arranged in a client 50 and includes: an area obtaining means for obtaining the area of map information received via a network 100; a target object information reception control means for performing control to receive target object information belonging to the area from a prescribed database 61; and a layer display control means for performing control to display received map information as a background layer, and also to display the received target object information by superimposition on the background layer as a target layer.
