<p><P>PROBLEM TO BE SOLVED: To improve a light converging rate to a photoelectric conversion part. <P>SOLUTION: This image pickup element is provided with a photoelectric conversion part, a wavelength selecting part which is formed on a light incidence side to the photoelectric conversion part and transmits a light in a prescribed wavelength range, a first region which is formed on a light incidence side to the wavelength selecting part and has a prescribed refractive index, and a second region which is formed on a light incidence side to the first region and has a prescribed refractive index.
