PROBLEM TO BE SOLVED: To provide a plasma display device and a method for manufacturing the plasma display device which can flatten a dielectric layer irrespective of a step of sustaining electrodes and/or a bus electrode, provide a dielectric layer of small film thickness and excellent dielectric characteristic, suppress the electrostatic capacity between the sustaining electrodes, and realize excellent reliability, highly fine and large screen. SOLUTION: This plasma display device comprises a first panel 10 with a plurality of pairs of discharge sustaining electrodes 12, and a dielectric layer 14 to cover the discharge sustaining electrodes 12 formed inside thereof, and a second panel 20 which is adhered to the inside of the first panel 10 so as to form a discharge space 4. The dielectric layer 14 a flattened dielectric film 14a to cover the discharge sustaining electrodes 12 and the bus electrode 13, and a high withstand voltage dielectric film 14b which covers the flattened dielectric film 14a and has more excellent withstand voltage characteristic than that of the flattened dielectric film 14a. The flattened dielectric film 14a is a glass film of low melting point formed by a paste method, and the high withstand voltage dielectric film 14b is a silicon oxide film formed by a sputtering method, a vapor deposition method, or a chemical vapor deposition method.
