PROBLEM TO BE SOLVED: To reduce the number of re-transmission times, to enhance the transmission efficiency and to increase the system capacity by transmitting packets while talking into account an error included in a reported value in downlink high-speed packet transmission.

SOLUTION: An despread section 104 outputs a signal indicative of the number of paths for despread processing to a likelihood calculation section 108. An fD detection section 107 detects a Doppler frequency (fD) of fading variations of a propagation path between each communication terminal and a base station apparatus on the basis of the signal after despread processing. The likelihood calculation section 108 calculates the likelihood of the report value sent from each communication terminal on the basis of the number of paths and the Doppler frequency for despread processing A transmission destination decision section 151 decides a communication terminal for transmitting a downlink high- speed packet on the basis of a criterion resulting from multiplying a likelihood with the reported value. A modulation system decision section 152 decides a coding rate and a modulation system of the down link high-speed packet on the basis of the criterion.
