<P>PROBLEM TO BE SOLVED: To provide a portable electronic device for setting an internal clock signal which corresponds to the change of a voltage supplied from terminal equipment, and also to provide an IC module. <P>SOLUTION: When an instruction command is received from a reader/writer 4 (ST16), an IC card 1 recognizes level of a supplied power source voltage (ST17). When the level is decided to be a normal value, magnifying power corresponding to the power source voltage which is detected by a BLD circuit 28 based on setting information stored in a data memory 22 is read and, then, the magnifying power by a multiplier circuit 27 is set (ST19). The received instruction command is processed based on the internal clock signal which is generated by multiplying through the use of the magnifying power (ST20).
