PROBLEM TO BE SOLVED: To perform image encoding system conversion and encoding rate conversion with less image quality deterioration by taking into account a required cost for change of quantitzation step and a generated encoding amount. SOLUTION: A quantization step change means 52 can change a quantization step when an output buffer storage amount from an output buffer monitor means 54 is within a permissible range, and when a quantization step change determination means 56 determines the change, the quantization step change means 52 does not change the quantization step.
