PROBLEM TO BE SOLVED: To provide a method for efficiently transmitting information on traffic congestion with coordinate. SOLUTION: This method comprises the steps of inputting digital road map data and information on traffic congestion, forming data capable of specifying a coordinate row indicating the start/end of a road district between a degree of congestion and this degree of congestion, extracting a node coordinate row indicating a road between the start and the end of the road district by using a digital road map node coordinate row corresponding to the road district related to at least one congestion data, generating a coordinate row indicating the road between the start and the end by combining the coordinate data indicating the start and the end, inputting the generated coordinate row, inspecting an intermediate coordinate row excluding the start and the end in the coordinate row as to whether or not the node coordinate can be deleted with a predetermined method. When the node coordinate can be deleted, a processing to delete the coordinate data on the intermediate node is performed, a new coordinate row having the remaining intermediate nodes is assembled, and the assembled coordinate row is combined with the data indicating the degree of congestion related to the coordinate row so as to form at least one data on the degree of congestion.
