A piezoelectric element includes a first electrode (2) arranged on a substrate (1), a piezoelectric body (3) arranged on the first electrode (2), and a second electrode (4) arranged on the piezoelectric body (3). The piezoelectric body (3) has a perovskite-type crystal structure expressed by ABO3 in which the A-site contains Pb as a main component and the B-site contains Zr, Ti, and Pb as main components. In the B-site, the ratio of Pb atoms with respect to all the atoms is 3% to 30%. That is, the piezoelectric body (3) contains excessive Pb and the excessive Pb atoms are activated during film formation so as to obtain Pb4+ which is introduced into the B-site.
