PROBLEM TO BE SOLVED: To preclude looseness from being generated in a rolled condition of a band-like film or the like, and to satisfactorily keep tension applied onto the band-like film or the like when rolled. SOLUTION: A rolling body S is rotated around an axis by pulling a drawing- out part of the rolling body S rolled with a rolled object 2 along a rolling direction, so as to feed the rolled object 2 along the rolling direction. A limiting means 10 is provided to limit rotation of the rolling body S so as to regulate the tension in the rolled object 2. A looseness preventive means K is provided to impart energizing force reverse-directional to a feed-rotational direction of the rolled object S so as to restrain the looseness in the rolled condition of the rolled object S. The looseness preventive means K is constituted of an elastic body 16 of which the one end is fixed to a rolling shaft 1 side and of which the other end is fixed to a rotary shaft 3 side.
