<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device which is arranged near an internal combustion engine without increasing its size. <P>SOLUTION: A second catalytic converter is arranged to an upstream side of a first catalytic converter arranged in a exhaust system of the internal combustion engine 1. The second catalytic converter includes an outer pipe 11 and an inner pipe 12 inserted into the outer pipe 11, and further includes a bent pipe part 31 constituted by bending the outer pipe 11 and the inner pipe 12 in a concentric manner. Further, a purification passage 16 passing between the inner pipe 12 and the outer pipe 11, and a bypass passage 18 passing in the inner pipe 12 are formed thereby making an upstream side and a downstream side communicate with each other. An opening/closing valve 20 which is capable of closing and opening the inner pipe 12 is provided, and a cloth catalyst body 28 is arranged to the purification passage 16. The outer pipe 11 and the inner pipe 12 are respectively connected to the upstream side and the downstream side.
