PROBLEM TO BE SOLVED: To provide a vehicle speed control device for smoothly changing the speed by securely implementing the release of the speed change limitation by limiting the quantity of fuel injection and the rotational frequency of an engine. SOLUTION: The gear-shift operation by a driver or the speed change operation of a manual gear transmission 9 is detected by detecting the change of the gear ratio of the manual gear transmission 9. Accordingly, the vehicle speed is not limited by limiting the rotational frequency of the engine from the time when the change of the gear ratio of the manual gear transmission 9 because of the start of the driver's gear-shift operation (such as the shift-down operation) is detected till a prescribed period of time elapses even while the vehicle speed is being limited. As a result, the rotational frequency of the engine is not limited during the above period of time, and therefore, the adjustment of the rotational frequency of the engine or the upwash of the engine in the gear-shift operation (such as the shift-down operation) is smoothly performed.
