PROBLEM TO BE SOLVED: To provide an ultra water-repellent film having a contact angle of greater than 170°. SOLUTION: The ultra water-repellent film having a contact angle of greater than 170°is manufactured by agglomerating the fine particles that are heat resistant and water-insoluble and can be dispersed in water, such as silica fine particles or titania fine particles having a particle size of 5-100 nm, into a form of upside-down grape clusters by alternately using a thin film comprised of an electrolyte polymer that becomes positively charged and an electrolyte polymer that becomes negatively charged, producing a surface layer in which these aggregates range, subjecting it to high temperature treatment to decompose, gasify and remove the electrolyte polymer, and applying a water-repellent agent.
