<P>PROBLEM TO BE SOLVED: To provide an optical waveguide device being an optical I/O device easy to be manufactured, an optoelectric fusion wiring board provided with the optical waveguide device and a method for manufacturing the optical waveguide device. <P>SOLUTION: The optical waveguide device provided with light scattering bodies 7 and 8 for optical path conversion in an optical waveguide layer 2 which is a sheet-like two-dimensional optical waveguide layer or the like is manufactured by a first process of applying an optical waveguide layer material for which the first material and second material of different refractive indexes are mixed, a second process of selectively exerting the action of a first kind on the desired part of the optical waveguide layer material and forming the light scattering bodies 7 and 8 for the optical path conversion by the first material, and a third process of exerting the action of a second kind on the entire optical waveguide layer material, setting the second material and manufacturing the optical waveguide layer 2.
