<P>PROBLEM TO BE SOLVED: To ultrasonically seal the opening part of a packaging bag filled with a liquid substance, and to form a seal that does not hinder the outward appearance of a product in the case of subsequent carrying out of heat sealing, and to prevent the pinching surface of a heat sealing device and the surface of a bag from being stained with the liquid substance. <P>SOLUTION: A position having the liquid substance inside, that is, a position of the bag wherein the liquid substance is stuck to the inside thereof, is ultrasonically sealed (ultrasonically sealed part 1), and a position which is apart, by a prescribed distance, from the ultrasonically heat sealed part 1 on the bag opening edge side is subsequently heat sealed (heat sealed part 5).
