PROBLEM TO BE SOLVED: To provide a binder for an inorganic fiber having sufficient water repellency and excellent adhesion to a skinning material or the like and to provide an inorganic-fiber-heat-insulated sound-absorbing material. SOLUTION: The binder for an inorganic fiber contains an aldehyde- condensible thermosetting resin precursor and a polyfluoroalkyl-containing fluorine compound. It is desirable that the fluorine compound has a functional group reactive with the aldehyde-condensible thermosetting resin precursor or the inorganic fiber. The inorganic-fiber-heat-insulated sound-absorbing material is obtained by applying the binder to a fresh inorganic fiber, collecting the inorganic fiber to which the binder has been adhered, and molding the collected fiber by thermal curing.
