PROBLEM TO BE SOLVED: To provide a new and safety depressant for melanine production or a cosmetic composition. SOLUTION: The depressant for melanine production or cosmetic composition contains more than one kind of plant extracts selected from various plants such as Zea mays, Cuscuta japonica, YABA Santa Claus and Lilium. The depressant significantly depresses the production of melanine dye, has whitening effect, improves spots, freckles and whitens the color of the skin.
