PROBLEM TO BE SOLVED: To improve efficiency by directly cooling and heating the interior of a room by a generated heat. SOLUTION: A cooling heating device for a building comprises a pair of a first heat absorbing and discharging surface consisting of a first heat absorbing and discharging surface 11 and a second heat absorbing and discharging surface 12; a plate 20 in a heat absorbing discharging room thermally coupled to the first heat absorbing discharging surface 11 of a Peltier element 10 and situated on the indoor side of a ceiling 60, a wall 70, or floor 80 of a building; a heat discharging apparatus 30 thermally coupled to a second heat absorbing discharging surface 12 of the Peltier element 10, discharging heat, absorbed by the plate 20 in the heat absorbing discharging chamber, to the outside of a room or absorbing heat, discharged by the plate 20 in the heat discharging absorbing room, at the outside of a room; and a power source 40 effecting electrical connection as the direction of a current fed to the Peltier element 10 is controlled. The cooling heating device performs cooling and heating of the interior of a room such that the direction of a current flowing to the Peltier element 10 is controlled by a power source 40 and heat is moved from the plate 20 in the heat discharging absorbing chamber to the heat discharging apparatus 30 and from the heat discharging apparatus 30 to the plate 20 in the heat discharging absorbing chamber.
