PURPOSE: An apparatus and a method for processing zoom and pan/tilt of a web camera are provided to magnify an object at a time by enabling a user to use zoom or pan/tilt function to the desired object. CONSTITUTION: A camera(11) implements zoom and pan/tilt functions. A CCIR601 decoder(12) converts Y:Cr:Cb(4:1:1) signals output from the camera into Y:Cr:Cb(4:2:2) signals. An MPEG(Moving Picture Experts Group)/MJPEG(Motion Joint Photographic coding Experts Group) encoder(13) encodes the data output from the CCIR601 decoder into MPEG or MJPEG. A CPU(14) controls the camera, the CCIR601 decoder, and the MPEG/MJPEG encoder. An Ethernet controller(20) provides interface to an upper layer of an OSI(Open Systems Interconnection) 7 layer to the CPU. A physical layer(21) is connected to the Ethernet controller to provide interface to a lower layer of the OSI 7 layer.
