<P>PROBLEM TO BE SOLVED: To develop a material which has oxidation ability at a lower tempera ture than that of the 12CaO 7Al<SB>2</SB>O<SB>3</SB>(C12A7) compound containing active oxygen and which discharges active oxygen at a further low temperature, because when C12A7 is left in a wet atmosphere, OH<SP>-</SP>ion is enclosed to hamper the generation of an active oxygen species and the deterioration of catalytic activity of C12A7 is cared about due to the generation of water by the oxidation of a hydrocarbon. <P>SOLUTION: The material is a 12SrO/7Al<SB>2</SB>O<SB>3</SB>compound enclosing the active oxygen species of O<SB>2</SB><SP>-</SP>ion radical and/or O<SP>-</SP>ion radical of 10<SP>18</SP>/cm<SP>3</SP>or more or a mix crystal compound consisting of the compound and C12A7. The material can be used for an oxidation catalyst, an antibacterial material, an ion- conducting material, an electrode material for a solid fuel cell and an anion beam source for surface oxidation treatment.
