PROBLEM TO BE SOLVED: To facilitate a construction of facilities for a vehicle stop capable of melting snow and a snow melting road surface. SOLUTION: A heat radiation pipe 9 heating a getting-on/off part 3a for the vehicle out of a floor surface is buried and provided in a unit base 3 having its upper surface used as a floor for the vehicle stop and having a roof 5 for waiting persons attached thereto, so that a vehicle stop unit U is constituted. The heat radiation pipe 33 heating the upper surface of the unit base 32 is buried and equipped in the unit base 32 using its upper surface as a formation surface of the road surface, so that the snow melting road surface formation unit U' is formed.
