PROBLEM TO BE SOLVED: To provide a method for effectively producing a fine porous membrane to be suitably provided for non-aqueous electrolyte secondary cells. SOLUTION: This method for producing the fine porous membrane having fine penetration pores comprises applying a high voltage pulse between a discharge electrode and the counter electrode to generate corona discharge between the electrodes, and continuously forming penetration pores having a pore diameter of 1μm to 50μm in the fine porous membrane in the discharge atmosphere.
