PROBLEM TO BE SOLVED: To provide a steam power plant capable of preventing the generation of water hammer in a drain water recovery line for recovering the drain water from a high-pressure side heater to reduce the labor of maintenance, and to provide an operating method thereof. SOLUTION: In the condition that a load of the steam power plant is low, the drain water from the high-pressure side heater 18 is taken into a condenser 12 through a condenser side recovery line 20A. After re-starting the operation of the steam power plant, the high-temperature condensate is filled into the drain water stagnating in a deaerator side recovery line 20B during a stop of the operation through a water filling line 30 to heat the drain water inside of the deaerator side recovery line 20B.
