PROBLEM TO BE SOLVED: To suppress increase of cost or a device size in an actuator for driving a valve having an opening holding means which holds valve opening of a valve at a predetermined opening when driving voltage is not applied to an electric motor. SOLUTION: The actuator for driving the valve comprises an output shaft for rotating about a shaft core in a substantial 90°range, the electric motor for rotating the output shaft, and the opening holding means for holding the valve opening in a full opened or closed state. The opening holding means comprises a first engaging part formed in the output shaft, a second engaging part disposed unmovably for the output shaft, and an elastic member for connecting the first engaging part to the second engaging part.
