PROBLEM TO BE SOLVED: To transport a heavy load by a transport vehicle such as a small fork lift truck with a relatively low-cost transporter applicable to the case of having a curve or long-distance laying in a moving installation method for a culvert block or the like to transport the heavy load with relatively low-cost facility without needing a rail or the like while allowing accurate and rapid installation of the culvert block or the like in a prescribed joint position. SOLUTION: The lower face of a pallet 30 of a fork lift truck 10 freely travelable on a travel face is fitted with a plurality of casters 20, and the upper face is provided with a sliding table 22 horizontally slidable with a bearing which encloses a large number of steel balls. The culvert block 1 is placed on the table 22, and the pallet 30 is pushed by the truck 10 and moved into a prescribed installation place while traveling on foundation concrete.
