PROBLEM TO BE SOLVED: To provide a method for reforming fuels wherein high total efficiency including a process of producing a raw materials is obtained and the amounts of CO formation is little when a fuel gas containing alcohol fuels, hydrocarbon fuels and water is steam reformed into a gas containing hydrogen, and an apparatus therefor. SOLUTION: This method is characterized by introducing the fuel gas containing alcohol fuels, hydrocarbon fuels and steam into a first catalyst section 2 provided with a catalyst for mainly reforming the alcohol fuels and then introducing into a second catalyst section 3 provided with a catalyst for mainly reforming hydrocarbon fuels and by reforming the alcohol fuels and the hydrocarbon fuels in the fuel gas in the first and the second catalyst sections 2 and 3, respectively.
