PROBLEM TO BE SOLVED: To provide a method for quantitatively measuring and diagnosing anti-lightning strength of a conventional building. SOLUTION: A simulative lightning with a low impression current value lower than an actual one is impressed to a lightning attack possible site 2 in the building 1, and an abnormal potential rise in impression of the simulative lightning is measured between lightning potential measurement requiring sections 3A1, 3A2, 3A1', 3A2', etc., and a zero potential auxiliary electrode 12 in at least either of the building 1 attacked by the lightning and a building 1' affected by the lightning. The abnormal voltage rise generated by impression of the simulative lightning in the lightning potential measurement requiring section 3A and apparatus 3 arranged on the respective floors is measured, and when the abnormal voltage rise is multiplied by a conversion multiplying factor, anti-lightning strength can be quantitatively diagnosed on the building 1 itself, the respective sections of the building 1, and the apparatuses 3.
