PURPOSE: A smart card using an electrochromic element and a method for manufacturing the same are provided to supply desired information to a smart card using the electrochromic element. CONSTITUTION: A microprocessor exchanges data with a payment processing unit and pays a financial transaction and a transportation expense. An electrochromic element displays information necessary for a user such as leftover money, the last use date and time by a control of the microprocessor. The electrochromic element includes the follow elements. The lower plastic board is made of a transparent material. The lower electrode includes an information pattern to be displayed on the lower plastic board and a wiring pattern for applying a voltage to each information pattern. An electrochromic layer is located on the lower plastic board located by the lower electrode and corresponds to the information pattern of the lower electrode. An electrolyte layer is entirely located at one surface of the lower plastic board located by the lower electrode and the electrochromic layer. The upper electrode is corresponded to the lower electrode on the electrolyte layer. The upper plastic board is entirely located on the upper surface of the upper electrode and the electrolyte layer.
