<P>PROBLEM TO BE SOLVED: To provide a flat block for Braille blocks for the visually handicapped, which is resistant to breakage, and conforms to a curved surface of a road, even if it is set in a station yard, on a passage of a public building, on a sidewalk at an intersection, or the like. <P>SOLUTION: The flat block 1 has the plurality of Braille blocks 10 fixed to a surface thereof. Each Braille block has a plurality of projections formed thereon so as to have a predetermined shape, and functions to transfer information. Then, the plurality of flat blocks each having the Braille blocks fixed to the surface thereof, are connected to each other.
