PROBLEM TO BE SOLVED: To correctly detect a road on which a car fitted with its navigation apparatus runs in a place where a toll road and a general road run side by side. SOLUTION: When an on-vehicle ETC apparatus is not connected to the car, and it is an ETC system car, a maximum speed condition for tollgate passing time is changed to one for ETC using the (60 km/h for example). It is judged that the car runs on the toll road if its maximum tollgate passing speed is not higher than the predetermined value, and that the car runs on the general road if the speed exceeds a predetermined value. When any on- vehicle ETC apparatus is not connected to the car, and it does not use the ETC system, its minimum speed condition for tollgate passing time is set to one for usual tollgate passing time (10 km/h for example), and it is judged that the car passes a tollgate by a usual form and runs the toll road, if its tollgate passing time minimum speed is not higher than the predetermined value, and that the car runs on the general road if it exceeds the predetermined value.
