PROBLEM TO BE SOLVED: To provide buffer materials 21 and 22 for suppressing occurrence of a large collision sound when a rocking component such as lever 6 for controlling an arm operation in a VCM for an HDD abuts on a counter component. SOLUTION: The buffer materials 21 and 22 disposed on abutting parts 6a and 6b of the rocking component abutting on the counter component are molded by photo-curing type polyuretane acrylate material having a large degree of design freedom with respect to the shape, and a large degree of hardness setting freedom. Hardness of the buffer materials 21 and 22 made of the photo-curing type polyuretane acrylate material is set at JIS A10 to 98, and their shape is set at a film shape or projection shape.
