PROBLEM TO BE SOLVED: To provide backfilling soil using land-filled soil based mixed waste, having strength and a grain size suitable for pneumatic transportation and satisfying reclamation standard and a manufacturing method thereof. SOLUTION: The manufacturing method includes a fired soil manufacturing process of obtaining fired soil by heating the soil based mixed waste containing glass, ceramic chip incapable of being recycled after waste capable of being recycled is removed from waste discharged from a construction site at about≥300°C, a plastic condensation process for heating waste plastic under a reducing atmosphere at≥300°C and condensing, a plastic granulation process for obtaining granular plastic by crushing the plastic condensed material into≤50 nm particle size and a mixing process for mixing the fired soil with the granular plastic.
