PROBLEM TO BE SOLVED: To effectively prevent the damage to a water barrier sheer due to the unevenness of the ground or rock pieces using a relatively lightweight thin protective mat in a waste disposal plant. SOLUTION: A water barrier structure comprises the water barrier sheet laid on the waste disposal plant and the protective mat laid on the water barrier sheet. The protective mat is a laminate formed by holding glass cloth between two nonwoven fabrics. The water barrier structure is preferably formed from a primary water barrier sheet laid on an upper side, a secondary water barrier sheet laid on an under side, a gap forming material laid between the primary and secondary water barrier sheets and the protective mat laid under the primary water barrier sheet.
