PROBLEM TO BE SOLVED: To provide a method for electrolyzing a chlorine agent (residual chlorine) used in sterilization of water or in oxidative decomposition of various organic substances, ammonia, hydrazine or the like in water and remaining in the treated water. SOLUTION: Free chorine in water is treated with electrolysis by using conductive diamond electrodes. In this case, current density on surfaces of the conductive diamond electrodes is kept at 0.1-100,000 A/m<SP>2</SP>and water containing free chlorine is made to flow in a direction parallel to the surfaces of the conductive diamond electrodes at 10-95°C and 0.1-1,000 m/hr linear flow rate.
