PROBLEM TO BE SOLVED: To remove a lining applied on a construction face of a cylindrical body by predetermined depth only. SOLUTION: A lining removing device 20 has an arm 26 movable along the construction face 25 on which the lining 24 is applied, a removing nozzle 28 provided in the arm 26 and injecting supplied fluid toward the construction face 25 to remove the lining 24 along the direction of moving of the arm 26, a thickness sensor 29 for measuring thickness of the lining 24, and an operation panel 23a for controlling removal depth of the lining 24 based on the results of measurement of the thickness sensor 29. Moreover, a lining removing method in which the lining removing device 20 is used, thickness of the lining 24 is measured by the thickness sensor 29, and removal depth of the lining 24 is controlled by the operation panel 23a based on the results of measurement to remove the lining 24 from the construction face 25 by predetermined depth only is adopted.
