PROBLEM TO BE SOLVED: To reduce the occurrence of a tool mark or a wrinkle caused by a pressing member in sequential forming. SOLUTION: A plate material 10 is placed on a support frame, the circumference is fixed with a clamp, and a recessed lower pressing member 13 is raised from the bottom. A forming recessed part 15 and a forming protrusion are formed on the lower pressing member 13. A rod-shaped upper pressing member 20 is arranged above the plate material 10, and sent down. The member 20 is pressed against the plate material 10, and the plate material 10 is raised together with the lower pressing member 13, and moved in XY directions. This forms a protrusion 17 and a protrusion in the forming recessed part 15 and the forming protrusion. The upper pressing member 20 has a hard and rigid body part 21 and a flexible member 22. The flexible member 22 is composed of a material such as hard polyurethane which is more elastic than the body part 21 and has a semisphere shape, and carries out spherical contact with the plate material 10.
