PROBLEM TO BE SOLVED: To provide a filer with antifouling, water repellent oil and repellent function in which the service life of the filter is prolonged as it is a conventional sized filter system and by which oil in oil-in water or water in water-in oil is removed and an oil-water separation filter apparatus with antifouling, water repellent and oil repellent function using the same. SOLUTION: Sludge is removed by an outer most film is removed and fine oil portion or water portion in the oil-in water or water-in oil is made large- sized to settle the water portion and to float the oil portion in the apparatus to be removed by applying a method of giving water repellent and oil repellent property to a standard sized filter, further mounting as a filter membrane formed by giving antifouling property and water repellent and oil repellent property to fine holes of a fiber sheet on the outer circumference thereof, mounting an oil adsorption mat on outer circumference thereof and mounting an antifouling, water and oil repellent mat on the outer circumference thereof.
