PROBLEM TO BE SOLVED: To provide a composition for forming a plant-growing porous concrete base, and to provide a method for producing the plant-growing porous concrete base, capable of contributing to maintenance of the natural environment and living environment, by afforesting surfaces of concrete, such as concrete retaining walls, faces of slope, revetment, roofs of building, which are constructed in building sites or given as secondary products. SOLUTION: This composition for forming the porous concrete comprises mixing an aggregate of 5-30 mm in size, low-alkaline portland cement, thermoplastic aqueous emulsion, short fiber, such as vinylon fiber and hemp fiber, and water in a suitable amount to form a parent material, separately mixing bone meal, bark, wood charcoal or bamboo charcoal, and photosynthetic soil bacteria to for a mixture, adding wood vinegar or bamboo vinegar to the mixture to control a pH of the mixture to be 4.0-5.0, adding the parent material to the mixture, and together mixing them to form the composition. The plant-growing porous concrete base is formed by molding the composition to have a predetermined thickness and curing the molded composition to have a pH range corresponding to weak acidity and weak alkalinity, so that the porous concrete base suitable for growing the plant is formed.
