PURPOSE: An apparatus for processing a digital image, removing a noise under low illumination environment is provided to efficiently remove color spots and poisson noise with conserving a contour line and detailed information of the digital image, thereby recovering the digital image to the quality of an image photographed under bright illumination. CONSTITUTION: A video decoder(1) receives a video signal(5) for decoding the video signal into NTSC(National Television System Committee) or PAL(Phase Alternation by Line) type video signal, and outputs any one of a video system clock frequency, even and odd field information, a field frequency, and a sub carrier frequency, and a phase. A noise remover(2) receives the output video signal of the video decoder for executing motion adaptive time area filtering at a time axis area, and executing contour conservation filtering at a spatial area with considering color brightness and characteristics in R, G, and B channels. A video encoder(3) receives the output signal of the noise remover for converting the output signal into a composite video signal.
