PROBLEM TO BE SOLVED: To provide a siphon type hydraulic power generation facility easily installed at an existing moving weir or reservoir without requiring large-scale construction work and capable of maintaining optimum hydraulic turbine generator performance even at the occurrence of water level energy fluctuation. SOLUTION: A siphon 14, a hydraulic turbine generator (a hydraulic turbine 15 and a generator 17), and a draft pipe 16 are fixedly provided at a moving weir (a gate 11) provided in a river or the like. Water on the upper reaches side 20 is led to the hydraulic turbine generator over the top part of the moving weir through the siphon 14, and water after rotating the hydraulic turbine generator is released to the lower reaches side 21 through the draft pipe 16.
