PROBLEM TO BE SOLVED: To improve convenience of a mobile service using a portable telephone.

SOLUTION: A user of the portable telephone 51 accesses to a network server 10, orders for provision of the mobile service, and inputs a mail address of a portable telephone 52 of a person purchasing a usage right of the mobile service. The network server 10 sends a two-dimensional bar code identifying the usage right of the ordered mobile service to the portable telephone 52 specified by the mail address via a packet communication network 40. The user of the portable telephone 52 can receive the provision of the mobile service by having an automatic vending machine 20 recognize the two-dimensional bar code.
