<P>PROBLEM TO BE SOLVED: To realize an online discount function capable of exercising a flexible and powerful sales promotion effect in regard to a technique for distributing electronic chips via a network. <P>SOLUTION: A user can play a network game by using a game client device 108, and the user receives electronic chips in response to points of the game. An electronic chip issuing module 102 dynamically determines an exchange rate of the points to the electronic chips in coordination with a game server device 109 while referring to an electronic chip condition calculation module 107. The user can purchase commodities by using a Web-POS client system 110, and the user can receive a discount by freely using the electronic chips issued per each user. An electronic chip expenditure module 103 dynamically determines an exchange rate of the electronic chips to money in coordination with a Web-POS server device 111 while referring to the electronic chip condition calculating module 107.
