PROBLEM TO BE SOLVED: To protect a user against illegal access due to illegal acquisition of a cell phone terminal and apply to a current infrastructure of the cell phone terminal where a voice line and a data communication line cannot be set at the same time. SOLUTION: Safe cell phone using service based on the authentication of the user himself is provided by adopting a biometric authenticate with a voice and associating the authentication with a portal site 2. Specifically, the voice of the user from the cell phone terminal 30 is certified by a voice authenticating function 1 newly installed thereon and its voice information is managed to establish the authentication of the voice.
