PROBLEM TO BE SOLVED: To solve the problem that voice mail can not be distributed to a necessary person by narrowing down a target among preset users because a transmission destination can not be selectively determined on the basis of a purpose of use and a user condition in a conventional manner. SOLUTION: A voice mail center stores voice messages that can be heard with a telephone set, a list of telephone numbers attached with user information, a schedule for making a call from the voice mail center and selection conditions for making a call in the telephone number list, makes a call to a corresponding telephone number according to the calling schedule, and transmits the stored voice message.
