PROBLEM TO BE SOLVED: To provide a method for forming a secondary lining in which the time required for forming a pipeline can be shortened. SOLUTION: The method for forming a secondary lining pipe comprises a step in which a plurality of carriages 21 to 23 on which pipes with prescribed length for forming the secondary lining P2 are loaded one by one are connected, and the first carriage 21 of the connected carriages 21 to 23 is disposed and stopped at a position spaced by a distance longer than the total length of the pipes with prescribed length conveyed from the end of the pipeline of the secondary lining, a step in which only the first carriage 21 is removed and the carriage 21 is moved to a connecting part of the pipe with the prescribed length at the end part of the pipeline of the secondary lining P2 and the pipes with the prescribed length mounted thereon are connected to the end of the pipeline of the secondary lining and a step in which the carriage from which the mounted pipes with the prescribed length are removed is moved on a rail to return to an original position and then suspended on a side wall of a primary lining P1. When the above-described steps are repeated and the last carriage 23 is returned to an original position, all carriages suspended on the side wall of the primary lining P1 are returned to the rail and moved to a load side.
