<p><P>PROBLEM TO BE SOLVED: To accurately diagnose failure in bellows before the bellows (components) are damaged. <P>SOLUTION: A vibration simulator 21 stores vibration data as before bellows 13 are damaged as an analysis model as before damage, and at the same time the vibration data of the bellows as a plurality of analysis models after damage according to the site of the damage of the bellows and the degree of the damage. The vibration simulator obtains an analysis result of an analysis model before the damage and that after the damage as a vibration analysis result. A comparison section 41 and an abnormality-diagnosing section 42 judge the presence or absence of the failure in the bellows based on the actually measured vibration data and the vibration analysis result of the bellows.
