PROBLEM TO BE SOLVED: To divide a picture into a foreground picture and background picture corresponding to a moving object under the consideration of mixing.

SOLUTION: A frame dividing part 203 divides one screen into time directions, and outputs a plurality of divided screens. A foreground and background boundary detecting part 204 detects the boundary of the plurality of divided screens where picture components are discontinuously changing to the time directions for each pixel based on the correlation of the components of the pictures corresponding to the plurality of divided screens. A pixel value generating part 205 generates a pixel value based on the components of pictures on the divided screens at least either before or after the detected boundary. A foreground and background judging part 20 judges whether or not the generated pixel value is belonging to at least either the foreground or background.
