<P>PROBLEM TO BE SOLVED: To provide a nonaqueous electrolytic solution with a flame-resistance (self-extinguishing characteristic) and a high electric conductivity, and provide a lithium secondary battery with a superior charge-discharge characteristic, a high battery safety and reliability by using the same. <P>SOLUTION: This is the nonaqueous electrolytic solution for the lithium secondary battery used in combination with a positive electrode and a negative electrode wherein storage/release of lithium is possible, and the nonaqueous electrolytic solution including (1) nonaqueous solvent containing phosphate ester or phosphate ester and cyclic carboxylic acid ester, (2) lithium salt dissolved in the nonaqueous solvent, (3) vinylene carbonate compound and/or vinyl ethylene carbonate compound, and (4) cyclic amide compound, and/or cyclic carbamate compound(s), and/or cyclic hetero compound.
