<p><P>PROBLEM TO BE SOLVED: To realize speedy and reliable path setting. <P>SOLUTION: A message for setting up and maintaining a path is sent by using that path. By sending the message for setting up and maintaining the path while using that path, a relay node is tunneled such that the delivery of the message is quickened. Thus, even when the data transmission rate of a control channel is low, the delivery of the message is speedy and even when the control channel is down, the set-up state of the path can be maintained.
